Assignment Title: Recruitment of Individual Consultants to Assist the Project Team Leader with the Preparation of the 3rd IGAD Water Forum

Reference: DJ-IGAD-431553-CS-INDV

The Intergovernmental Authority on Development (IGAD) has secured financing of US$10 million from the World Bank and IDA for the Horn of Africa Groundwater for Resilience Regional Program. Part of these funds will be allocated to consulting services for recruiting an individual consultant to assist the project team leader in preparing the 3rd IGAD Water Forum.

Objective and Scope:

The 3rd IGAD Water Forum is a key activity under the program’s second component, which aims to promote regional integration policies, guidelines, and standards for groundwater development and management. The forum will support enhanced collaboration in studying, planning, and managing shared groundwater resources in the Horn of Africa (HoA). Scheduled for December 2024 (date to be confirmed), the event will focus on sustainable groundwater management, emphasizing innovative solutions for assessing, exploiting, and managing groundwater resources. It will also explore the use of remote sensing in data-scarce regions. Previous forums (held in Kenya and Uganda) addressed water for regional cooperation and groundwater resilience.

Qualifications and Experience Required For Individual Consultant job :

  • Advanced degree in hydrogeology, environmental science, or a related field.
  • Minimum of 20 years of experience in water resources management and groundwater-related sciences.
  • Expertise in remote sensing technologies and their application in hydrology.
  • Proven experience in organizing large international forums and conferences, including calls for proposals and peer review processes.
  • Strong networking skills within the water management community and development partners.
  • Excellent communication and organizational skills.
  • Fluency in English and additional regional languages are advantageous.
