About ISSD Uganda: Integrated Seed and Sector Development Uganda (ISSD Uganda) is an independent local NGO committed to fostering resilient seed and food systems for sustainable agricultural production. As a leading agricultural development organization, ISSD Uganda collaborates with partners to drive positive change in Uganda’s farming communities.

Project Overview: ISSD Uganda is currently implementing the Common Ground Project, a 4-year initiative funded by the Embassy of the Kingdom of the Netherlands in Kampala. The project focuses on land restoration and farming systems in the Western, Eastern, and South Western Highlands of Uganda. It operates through a collaborative partnership between Wageningen Environmental Research (WENR) as the lead partner and ISSD Uganda as the local implementing partner.

Role Summary: The Regional Coordinator, based in the Elgon Region field office, plays a crucial role in planning and coordinating project activities at the zonal level (Elgon Highlands). Serving as an extension of the project headquarters (HQ), the Regional Coordinator collaborates closely with the HQ team and field-based staff. Key responsibilities include liaising with government authorities, project partners, and civil society. The Regional Coordinator provides leadership, strategic direction, and ensures alignment with project objectives and zonal water management plans. Additionally, they facilitate joint implementation with partners, promote awareness, and advocate for natural resource restoration and conservation.

Reporting Structure:

  • Reports To: The Deputy Chief of Party (DCOP)
  • Supervises: Field officers (IWRM and PIP)
  • Collaborates with: Thematic experts at project HQ and field administrative staff

Role Summary:

The Regional Coordinator, based in the Elgon Region field office, plays a crucial role in planning and coordinating project activities at the zonal level (Elgon Highlands). Their responsibilities include:

  1. Technical Oversight:
    • Oversee the technical implementation of project activities through a team of 12 field staff.
    • Ensure work plans are followed, and budgets are spent as required.
  2. Comprehensive Overview:
    • Maintain a comprehensive overview of project interventions in the zone.
    • Regularly communicate and report to the project HQ team.
  3. Strategic Guidance:
    • Coordinate activities along the three project pathways.
    • Provide strategic guidance to achieve project outputs and outcomes.
  4. Collaboration and Alignment:
    • Work closely with regional water management programs of the Ministry of Water and Environment.
    • Align project activities with zonal watershed management plans.
  5. Stakeholder Engagement:
    • Represent the project in zonal forums.
    • Promote partnership-building related to watershed management.
  6. Knowledge Sharing and Learning:
    • Convene periodic meetings with stakeholders.
    • Synthesize best practices and lessons learned.
    • Facilitate implementation of baseline studies and relevant research.
  7. Operational Oversight:
    • Monitor field office operations.
    • Harmonize operational procedures and systems.
    • Ensure compliance with project requirements.
  8. Reporting and Documentation:
    • Systematically document experiences and lessons learned.
    • Prepare progress reports based on periodic plans.
    • Contribute to project newsletters and annual reports.
  9. Ad Hoc Duties:
    • Perform any other related duties as required.

Qualifications, Experience, and Skills for Regional Coordinator:

  • Masters’ Degree: Required in Agricultural studies, Agronomy, Environmental Resource Management, or a related field.
  • Postgraduate Studies: An added advantage in Business Administration or Project Management.
  • Professional Work Experience:
    • At least 8 years in a similar role/position.
    • Proven experience in project management and leading teams of 10 or more field staff.
  • Areas of Expertise:
    • Sustainable development.
    • Community-based approaches.
    • Natural resource management, especially restoration and watershed management.
  • Capacity and Networking:
    • Demonstrated ability to support, advise, and guide institutional networking processes with Local Government and other stakeholders.
  • Leadership and Interpersonal Skills:
    • Strong leadership skills and commitment to teamwork.
    • Excellent interpersonal and public speaking abilities.
  • Technical Proficiency:
    • Proficient in Microsoft Office tools (Word, Excel, Outlook, PowerPoint, etc.).
    • Excellent writing and presentation skills in English; knowledge of local languages is beneficial.
  • Organizational and Negotiation Skills:
    • Superior organizational and negotiation abilities.
    • Affinity with capacity development and institutional change processes.
  • Independence and Travel:
    • Ability to work independently with minimal supervision.
    • Willingness to travel extensively in Uganda’s highland areas.
